It was proclaimed a<br /> Community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together”,<br /> signed by the ASEAN Leaders during their 27th Summit in November 2015, calling the ASEAN<br /> Community to work towards building a community that is politically cohesive, economically<br /> integrated and socially responsible.<br /> <br /> The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic<br /> function of providing greater efficiency in the coordination of ASEAN organs and for more effective<br /> implementation of ASEAN projects and activities, and envisioned to be the nerve center of a strong<br /> and confident ASEAN Community.<br /> <br /> In alignment with the Kuala Lumpur Declaration on ASEAN 2025, and key aspirations of the three<br /> pillars; ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC) and<br /> ASEAN Socio-Cultural Community (ASCC), supported by the Department of Community and<br /> Corporate Affairs (CCA), the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for<br /> the position of: <b>Assistant Director Security Cooperation Division 1</b>.<br /> <br /> <b>Duties and Responsibilities:</b><br /> Reporting to the Director for Political-Security Directorate, ASEAN Political-Security Community Department, the Assistant Director shall:<br /> <br /> <b>1. Manage the operational activities of the Division </b><br /> <ul> <li>Manage, plan and approve tasks and activities of staff.</li> <li>Provide guidance/direction for staff on professional matters.</li> <li>Foster teamwork and collaboration within the Division.</li> <li>Conduct annual performance appraisals for staff, map training and professional development activities for individual staff.</li> <li>Manage effectively all resources of the Division, including financial, physical and human resources, and</li> <li>Participate in and contribute to Divisional or Directorate meetings.</li> </ul> <ul> </ul> <b>2.)  Provide policy and technical advice and recommendations to relevant ASEAN bodies</b><br /> <b>and ASEAN Member States.</b><br /> <ul> <li>Provide policy and procedural advice to relevant ASEAN bodies and ASEAN Member States.</li> <li>Prepare draft statements, declarations, plans of action and similar documents as requested by relevant ASEAN bodies or ASEAN Member States.</li> <li>Prepare proposals, discussion papers, analytical papers, information papers and other strategic papers as requested by relevant ASEAN bodies or ASEAN Member States.</li> </ul> <b>3.) Manage the development, implementation and evaluation of projects/programmes/activities</b><br /> <b>under the Division’s purview</b><br /> <ul> <li>Develop, implement and evaluate projects and programs under the Division’s purview in coordination with relevant Divisions.</li> <li>Assist with project appraisal and implementation by providing technical inputs into projects, in coordination with the Program Cooperation and Project Management Division.</li> <li>Where necessary, mobilise resources for project activities in coordination with the Programme Cooperation and Project Management Division.</li> </ul> <b>4.) Provide support and service to the following ASEAN bodies/meetings:</b><br /> <ul> <li>Attend and service the meetings of the ASEAN Regional Forum, ASEAN Defence Ministers Meeting, the ASEAN Ministerial Meeting on Transnational Crime, the ASEAN Ministerial Meeting on Drug Matters, and other related meetings.</li> <li>Review reports of meetings, mission reports, progress reports, press releases, joint statements, presentations, speeches, and media answers as necessary.</li> <li>Monitor and report the implementation of issues under the Division’s purview.</li> <li>Monitor and update Divisions’ document databases.</li> <li>Provide presentations/briefing to the public and other stakeholders on matters under the Division’s purview, when required.</li> <li>Represent the ASEAN Secretariat and ASEAN in international forums as required.</li> </ul> <b>Qualifications and experience:</b><br /> <ul> <li>Advanced degree in International Relations, Political Science, International Law or relevant qualification with minimum eight (8) years at management position and having relevant experience.</li> <li>A sound understanding of international and regional issues, and knowledge of, and commitment to ASEAN ideals.</li> <li>Proven experience in public policy development and negotiation, and in working closely with government officials.</li> <li>Familiarity with the working of international organizations and diplomatic procedures and protocols.</li> <li>Commitment to teamwork and collaborative work practices.</li> <li>Demonstrated good interpersonal skills, ability to develop and maintain sound working relationships with public and private sector organisations, stakeholders and partners, and work effectively with people at all levels of the organisations</li> <li>Demonstrated ability to motivate staff, foster the career development goals of staff, identify training/ professional/technical development needs of staff and/or to conduct both formal and on the job training.</li> <li>Proven ability for accuracy under stress condition and adherence to deadlines.</li> <li>English proficiency and computer literacy are pre-requisites for this position</li> <li>Experience in cross-cultural environment and international settings is an advantage.</li> <li>Willing to travel.</li> </ul> <b style="background-color: #ffd966;">Remuneration and Benefits:</b><br /> Successful candidate will be offered a basic salary of $ 4,841 USD and attractive remuneration<br /> package including housing, outpatient medical reimbursement, hospitalization & life insurance,<br /> children’s education and gratuity. Support the work of the ASEAN Summit, the ACC and its relevant ad hoc subsidiary bodies, JCM, the CPR and its Working Group</b><br /> <br /> <ul> <li>Attend and service the Meetings of the ASEAN Summit, the ASEAN Coordinating Council (ACC), JCM, Committee of Permanent Representatives (CPR) and Committee of Permanent Representatives Working Group (CPRWG).</li> <li>Attend and service the relevant ACC’s ad hoc subsidiary bodies as determined.</li> <li>Prepare the reports of the Meetings of the ACC and its relevant ad hoc subsidiary bodies, JCM, CPR and the CPRWG, in a timely manner.</li> <li>Prepare the reports of the ACC to the ASEAN Summit, and the CPR to the ACC.</li> <li>Prepare papers and other outputs on issues under the purview of this position.</li> <li>Provide and coordinate inputs to the draft Chairman’s Statement of the ASEAN Summit and other similar documents.</li> <li>Prepare, coordinate and monitor the follow-up actions on issues under the purview of this position including the ASEAN Charter.</li> <li>Timely update Divisions’ document databases.</li> <li>Provide briefing to the public and other institutions on matters related to APSC, when required.</li> </ul> <b>2.)  Provide policy and procedural advice to relevant ASEAN bodies</b><br /> <b>Prepare proposals, discussion papers, analytical papers, information papers and other strategic papers for the relevant ASEAN bodies when required.</b><br /> <ul> <li>Act as a resource person at the CPR and the CPRWG when required.</li> <li>Provide input into the drafting of political documents as well as agreements (in liaison with Legal Services & Agreements Directorate). </li> </ul> <b>3. Assist in the management of the Division</b><br /> <ul> <li>Provide guidance/direction for Technical Assistant and Technical Officer on professional matters.</li> <li>Foster teamwork and collaboration within and outside of the Division.</li> <li>Conduct annual performance appraisals for Technical Assistant, Technical Officer and Secretary, and propose training and professional development activities forindividual staff.</li> <li>Prepare the annual budget for the Division.</li> <li>Manage the Division tasks of the Technical Assistant and Technical Officer.</li> <li>Participate in and contribute to Divisional or Directorate meetings. </li> </ul> <br /> <b>Qualifications and experience:</b><br /> <br /> <ul> <li>Postgraduate Degree in International Relations, Political Science or other appropriate specialist discipline.</li> <li>Extensive supervisory experience, within management position with a minimum six (6) years high-level experience in a recognized specialized field.</li> <li>High-level technical skills and knowledge in the area of responsibility.</li> <li>Demonstrated skills in problem solving, planning and the development of policies and procedures.</li> <li>Demonstrated ability to motivate staff and work effectively with people at all levels of the organization.</li> <li>Experience in identifying training and professional/technical development needs of staff.</li> <li>Demonstrated sound oral and written communication skills and sound interpersonal skills, including experience in a cross-cultural environment and international settings.</li> <li>Demonstrated ability to develop and maintain sound working relationships with stakeholders.</li> <li>Demonstrated commitment to collaborative work practices.</li> <li>Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.</li> <li>Proven ability for accuracy under pressure and adherence to deadlines.</li> <li>Excellent command of English, written and spoken</li> </ul> <b style="background-color: #ffd966;">Remuneration and Benefits:</b><br /> Successful candidate will be offered a basic salary of $3,385 USDand attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity.
